Honda HRX476 Rebuild

I've just rebuilt my smoking Honda
HRX 476 with new rings and inlet valve oil seal. Started first pull, brilliant. But it's overrevving. I didn't touch the governer internally as I didn't need to. I guess it's the governer causing the problem but I'm not sure of what to do next?
Just an update. I looked online regarding setting the governer. I've adjusted it, now my mower doesn't start! It's not firing at all. I know I'm missing something, I just don't know what it is. Anyone any ideas?

Hi BigT, and welcome to TGMForum.

I can only wonder if the governor is set incorrectly and the throttle is perhaps closed when it should be open.  Just to double check the setting.  You need to loosen the clamp nut on the governor arm, and with the throttle wide open you need to turn the governor shaft clockwise as far as it will go, then tighten the clamp.

Also make sure the governor spring hasn't got itself hooked up and is sitting correctly, likewise same with throttle rod from arm to carburettor.

Hi Mick.
I stripped the carburetor and associated actuators etc... Rebuilt it with new gaskets, and checked everything was connected & moving. I reset the regulator as recommended. It fired up second pull! It's seems to be revving a little higher than I would like. When I set the regulator I had the throttle on full in the choke position. Is this correct, or should I have just had it on full throttle. Thanks for you help & advice.
