Found this page via Google Search. Bought this lawnmower in Kilkenny, Ireland a few weeks back before the snow. So brand new mower, surging as described in the original post. Loosened the fuel cap ever so slightly and it runs like a dream thanks to the advice above. Saved me an embarrassing return to Woodies DIY store and a 36 mile round trip too!

So glad it helped you, I know the fuel caps on some of these Chinese power units can be an issue.  Nice and simple fix for your issue at least.
