Petrol mower very difficult to start

Hi to everyone. My petrol mower has problems starting from cold and from hot. I have replaced the carburetor and spark plug which has made no difference. I have checked the compression which is 25PSI which I think is very low compared to my other petrol mower with a Briggs engine which is 65PSI.  The only way I can get the mower to start is to inject fuel with a syringe via the carburetor straitght past the butterfly into the cylinder, it then will start first time. Once started it runs fine. Any help or suggestions please.

Hi Neil, and welcome to TGMF.

Just so we know what we're dealing with, what engine do you have on the mower? Make and model of machine will also help to identify it.  Or attach some photos of it might also be helpful.

25psi is very low, have you checked the valve settings?
